As a consultant for a government agency, this paper will design recommendations and improvements for the agency's public personnel administration. In order to do this, the consultant has to become familiar with the agency, its departments and also understand the key factors. The department chosen from the government for this paper is the Social Security Administration (Kestenbaum, 2014).
This article sets out to examine the public policy evaluation model, which is applied for evaluating public policy in Lithuania. Thedata was collected from the papers published by local researchers, official documents available at the ministries and agencies websites and other printed materials. Qualitative data for this paper was taken from the series of individual interviews with public officialsand evaluators (conducted 200–2010). The data was supplemented with quantitative data from the survey about the scope andsignificance of evaluation in Lithuania (conducted in 2010). It was found that monitoring system was weak designed and requiredsignificant reinvention. The reinvention of the monitoring system will built base for the future evaluation of the results. It is suggestedthat that the greatest demand for the effectiveness, efficiency and productivity in the government leads to the highest use of performancemanagement and evaluation as a tool for decision-making.KEY WORDS: evaluation, program, monitoring, Lithuania.
The adaptive public administration occurs frequently in theoretical and empirical analyses. The concept itself represents the finality of multiple approaches, assessing and operationalizing the impact of the changes induced by internal and external environment on the current status of a public or private organization. The current paper aims the first integrative synthesis of those processes or state-of-the-art, in view to provide a complex framework and vision to the development of more profound future analyses. Our approach sustains the implementation of a conscious and substantiated vision concerning adaptation in public organizations and/or public administration, revealing their specificity, need for improving the managerial and evaluation instruments, as well as multidisciplinary valorisation of various aspects on organisational adaptation.
